Tech giants leave choice of methodology to the teams

Scrum is on everyone's lips and has long been described as the state of the art in modern software development. In the Status Quo Agile study, over 600 companies are surveyed every three years about agile methods. Scrum is the dominant method here (second place: Kanban and third place: DevOps). However, this trend has been declining for some time now and although Scrum is being used, satisfaction is declining.
A study by the PragmaticEngineer in September 2021 examined over 100 tech freight forwarders brokers email lists companies on their methodology for creating modern software and came to surprising results.
The study shows that large and innovative tech giants such as Apple, Google Spotify, Netflix, Amazon, Uber and Facebook do not use Scrum. On the one hand, the companies leave the methodology to the team and see that the overall procedure is as follows: Plan -> Build (iterate) -> Ship. There are also no product managers or product owners, but rather Tech Leads, who combine the roles of Scrum Master, Technical Lead and Product Owner. So why is Scrum being criticized for this?
