The entry into a new decade and the conclusion of Portugal 2020 investments created a spontaneous opportunity to review Portugal's priorities with regard to European Community funds, leading to the development of a new partnership strategy for the period 2021 to 2027: Portugal 2030 .


What is Portugal 2030?

The result of the Partnership Agreement between Portugal and the European Commission, Portugal 2030 is the global program that defines the strategic objectives for the application of European Union funds between 2021 and 2027, based on the European Union's five strategic objectives of achieving a Europe that is smarter, greener, more connected, more social and closer to its citizens.

1 Technical Assistance.

Portugal 2030 Priorities

Portugal 2030 focuses on six priorities, directly correlated with the aforementioned EU strategic objectives:

Smarter Portugal: Portugal 2030 focuses on innovation, digitalization, business competitiveness and the skills needed for specialization in the technology sector, the digital transition of industry and entrepreneurship. This priority has a total investment of 5,261 million euros;
Portugal + green: as it is a priority for the European Union to achieve the climate transition through various measures, including the community targets for decarbonisation, energy efficiency and strengthening renewable energy, and the promotion of the circular economy and sustainable mobility, a greener Portugal becomes one of the main priorities of Portugal 2030. The greener Portugal priority has a total investment of 5,466 million euros;
Portugal + connected: the implementation of next-generation communication networks opens new doors to the digital transition that Portugal 2030 seeks to leverage, as well as the connection between strategic transport networks, based on a strong focus on railways, for which a total investment of 1,827 million euros is earmarked;
Portugal + social: following the priorities established in the European Pillar of Social Rights, Portugal 2030 supports education, equal access to health care, quality employment and social inclusion, with a total investment of 7,995 million euros;
Portugal closer to its citizens: supporting local development strategies to promote social and territorial cohesion, while also supporting sustainable urban development focused on people's needs and based on the concept of interconnection of networks. Portugal 2030 allocates a total investment of 1,560 million euros to this priority;
Portugal + fair transition: Portugal 2030 seeks to ensure justice in the transition to a sustainable and carbon-neutral economy, allocating an investment of 224 million euros to this priority.




Portugal 2030 Programs

The 12 Portugal 2030 programmes and their respective funds are distributed as follows:


People 2030

The "People 2030" programme, dedicated to demography, skills and inclusion, almost fully complies with priority objective 4, "Portugal + social", intervening particularly in active employment policies, vocational and higher education and training, the fight against material hardship, social inclusion and equal opportunities. Its intervention is mainly concentrated in the less developed regions of mainland Portugal, with the exception of support for the most deprived, which also covers the regions of Lisbon and the Algarve. Funded by the European Social Fund + (ESF+).


COMPETE 2030

Of particular interest to companies, which it supports in the context of the "Portugal + intelligent", "Portugal + green" and "Portugal + social" objectives (in digitalization, research and innovation, decarbonization and asset formation projects, respectively), targeting the less developed regions of the Mainland and the Autonomous Regions in supporting innovation, energy transition and companies' skills for competitiveness.
