To add phrases to the existing exclusion list, return to the window in Figure 8, click on the name of the appropriate list, and in the next window, click on the blue plus button.
How to assign lists to campaigns? In the exclusion list management menu (yes, this is the window from Figure 8 again), click the name of the appropriate list and in the new window scroll to the very bottom of the page. You will see the campaigns that use the given list listed there.
To change assignments, click the "Apply to Campaigns" button and select the appropriate campaigns.

You can also edit exclusion lists from the exclusion keywords menu ("Exclusion keywords" morocco rcs data in the context menu on the left) and by clicking on the list name.
You probably already have a lot of phrases entered and it's hard to find the right list, so use the filter above the list and the "Keyword list name" option.
